Bioeconomía circular y gobernanza climática en la región andina: fundamentos para un Pacto Verde Andino

Resumen

Este artículo analiza la pertinencia de distintos paradigmas emergentes de desarrollo sostenible en la región andina, con énfasis en la bioeconomía, la economía circular y, de manera integrada, la bioeconomía circular verde. A partir de un enfoque cualitativo y comparativo, se examina la experiencia del Pacto Verde Europeo como referencia analítica para evaluar las capacidades institucionales, productivas y de gobernanza de la Comunidad Andina (CAN) frente a los desafíos del cambio climático. El estudio identifica que, si bien cada paradigma aporta elementos relevantes, su aplicación aislada resulta insuficiente para abordar la complejidad de los retos ambientales, sociales y estructurales de la región. En este contexto, la bioeconomía circular verde emerge como el enfoque más coherente, al integrar la valorización sostenible de la biodiversidad, los principios de circularidad, la innovación tecnológica y objetivos explícitos de inclusión social y resiliencia climática. Asimismo, el análisis destaca el rol estratégico de la integración regional como condición habilitante para coordinar políticas, armonizar estándares y movilizar financiamiento verde. Sobre esta base, se propone la formulación de un Pacto Verde Andino como marco institucional adaptado a las particularidades productivas, sociales y ecológicas de la región, orientado a promover una transición productiva sostenible, inclusiva y de largo plazo.
