Abstract

The Seguro Integral de Salud (SIS), a major health insurance institution in Peru, is responsible for providing health coverage to more than 20 million people. This study analyzes strategic purchasing principles in health insurance to contrast them with evidence on SIS performance. Characteristics such as an incomplete stewardship function, the lack of well-defined health priorities, inadequate power of the insurer, and incipient development of payment mechanisms would be constraining the consolidation of a public health insurance purchaser.
