This article constitutes a philosophical approach to the problems posed by the construction of a republic of citizens at the upcoming bicentennial celebration of the independence of Peru. From a political philosophy perspective, the author intends to examine three issues that prevent us from building a democratic society in Peru. First, the distributive injustice as an element of social exclusion. Second, the lack of civic education based on respect for diversity. Third, the absence of a genuinely democratic and political culture willing to confront the authoritarian mentality in the public sphere. The author applies the capabilities approach, as well as the notion of civic ethics, and offers an interpretation of both justice and human development, capable of instilling the idea of a common project in our society.
