Elena Cecilia Alvites Alvites

She has a doctorate in Law from the University of Alicante (2004) and Principal Professor at the PUCP. She is director of the Master in Constitutional Law and Vice President of the Inter-American Network of Fundamental Rights and Democracy. She has served as Head of the Decentralization and Good Governance Program of the Ombudsman's Office of Peru and as Coordinator of Public Policies of the ProDecentralization Program of USAID/Peru. Her main lines of research are fundamental rights, social rights, decentralization. She has provided technical assistance to various public entities in matters of decentralization, modernization of the State and public policies related to the right to education, women's rights, among other issues related to State management.
