Abstract

Technology roadmaps is a tool that supports strategic planning in organizations, mainly in the implementation phase; therefore, they can be useful for the planning of university technological research and development centers. However, technology roadmaps face challenges regarding the uncertainty associated with internal and external changes that an  organization  presents  in  its  implementation  process.  In  response  to  that  situation,  a  methodological  proposal  based  on  the  concept  of  attractors  is  presented,  which  would allow a university technological research and development center to identify the changes in their environment to make the relevant adjustments in the actions required to build and/or strengthen their competencies and achieve the desired future state. In addition, from the experience of the university centers analyzed, it is observed that their performance indicators are identified by administrative unity, while the use of technology roadmaps requires that each research topic is considered separately.
