Application of an index for the evaluation of the sustainability of rural sanitation systems in Leimebamba-Amazonas

Abstract

In Peru, the water and sanitation systems of rural population centers are managed by community organizations called sanitation services administrative boards (JASS) with technical assistance from the district municipalities, but these local authorities lack the capacities, resources, instruments, equipment and materials that allow them to assist, monitor and evaluate the comprehensive and sustainable management that the JASS should develop in the provision of sanitation
services in their communities. Given this situation, a technical assistance proposal based on the development and application of an Index for the Evaluation of the Sustainability of Rural Sanitation Systems was experimentally developed in the towns of Palmira and Dos de Mayo in the municipality of Leymebamba, Chachapoyas, Amazonas. . This instrument was submitted to expert judgment in its first version and was socialized with the directors of the JASS, and is composed of 5 dimensions (Social, Economic, Environmental, Technical and Institutional), 18 factors, 57 variables and 77 indicators that using A Likert scale allows evaluating the lowest (1) or highest (5) sustainability of a system in a general way, by dimensions and by factors, being able to classify it as Collapse, Critical, Unstable, Stable and Optimal and identify where to implement improvement plans.
