This study aims to compare the level of organizational development of two higher education institutions in Mexico and Panama with regard to equity in their substantive functions. A descriptive-comparative design was employed. Data were collected through a multiple-choice questionnaire specifically developed for this research, grounded in Gairín’s (1998) four stages of organizational development. The instrument was administered to 100 faculty members from the Universidad Juárez Autónoma de Tabasco (UJAT) in Mexico and 247 faculty members from the Universidad Especializada de las Américas (UDELAS) in Panama. The findings reveal both similarities and differences between the two institutions, providing insights that may inform strategies to strengthen equity practices in alignment with their respective stages of organizational development.
