Interactions between national culture, organizational culture and public management

This study presents different approaches related to culture, national culture and organizational culture. The article proposes a reflection on the influence of national culture on organizational culture, contextualizing the discussion within the Brazilian public administration. After the introduction, in the second section, we define relevant concepts. Subsequently, through the bibliographical revision, we present the typology of Hofstede and, next, the specific aspects of the Brazilian culture, with emphasis on the personalism, the paternalism and the Brazilian way. We carried out an analysis of the public management in Brazil as we explain theoretical currents that approach the relation between national culture and organizational culture, complemented by data of the public administration. In conclusion, the article points out the importance of considering the relationship between national culture and organizational culture and broadening the discussion to the public administration.
